Grant County relies on the competitive process and adequate response from vendors on Invitation for Bids, Request for Quotes, and Request for Proposals to obtain goods and services at fair and reasonable prices.

Sole Source Procurements

In accordance with 13-1-126 thru 13-1-128 NMSA 1978, a contract may be awarded without competitive sealed bids or competitive sealed proposals regardless of the estimated cost when the County determines, in writing, that:

1) there is only one source for the required service, construction, or item of tangible personal property;

2) the service, construction or item of tangible personal property is unique and this uniqueness is substantially related to the intended purpose of the contract; and

3) other similar services, construction or items of tangible personal property cannot meet the intended purpose of the contract.

At least thirty (30) days before the contract is awarded, the County will post notice of the intent to award a sole source contract on this webpage containing the contractor’s name, address, amount, term of contract and a listing of services, construction or items of tangible personal property and justification for the procurement method.

Any qualified potential contractor who was not awarded a sole source contract for services, construction, or items of tangible personal property may protest to the County. The protest shall be submitted in writing within fifteen (15) calendar days of the notice of intent date.

Emergency Procurements

In accordance with 13-1-127 and 13-1-128 NMSA 1978, the County may make emergency procurements when there exists a threat to public health, welfare safety or property requiring procurement under emergency conditions; provided that emergency procurement shall be made with competition as is practicable under the circumstances.

Within three (3) business days of awarding an emergency procurement contract the County will post on this webpage, the contractors name, address, amount, term of contract and a listing of services, construction or items of tangible personal property procured under the contract and justification for the procurement method.

W-9 Forms

Vendors are required to complete a W-9 form to establish a vendor number within Grant County or if any vendor information has changed; business name, address, Tax ID Number(TIN). This form must be completed, signed and returned to the Grant County Purchasing Office by mail, fax or email.
